All pet specific mobs regardless of level (bright shadow gold) can and are able to drop their e card and their e card only by not being in the correct level range for the tier of pet (example fighting level 15 yetis) will LOWER your chances of getting a card but still possible.
The level system of farming is the newer part since E5 however a pet type mob is not supposed to follow the rules of levels but is instead only supposed to drop cards of its own kind, so a yeti will drop a yeti, a kenta a Kenta. However, these turn out to be rarer than farming for card on no pet type mobs so if you want a wolf, the chances of getting it on TI is very low compared to farming mobs of level 30-90.
TI is very fast so you also have to spend more time delivering and so it takes even longer farming wolves on TI. The best advice people say is to follow the level system, which has been given and not try farming mobs of the pet you want, at least if you get a different pet you can sell them or trade for what you want. However they have asked that if a mob drops a card it is not supposed to, like a yeti dropping a skell, report it so they can check if it is doing what its supposed to.
